Habitat for Humanity Tanzania is seeking a qualified and motivated professional to fill the position of Program Officer – Smart Climate Livelihood. This is a key technical role supporting climate-resilient livelihoods as a pathway to improved housing stability and community resilience across Tanzania.

Position Summary

The Program Officer – Smart Climate Livelihood is responsible for the planning, design, implementation, and monitoring of climate-smart economic empowerment initiatives across HFHT’s programs. The role ensures that smallholder farmers, market traders, and homeowners achieve economic stability through climate-resilient agriculture, renewable energy technologies, and strong market linkages.

This position directly contributes to HFHT’s strategic goal of impacting 3.2 million Tanzanians by 2029 by linking livelihoods to improved housing, energy efficiency, and family resilience.

Key Responsibilities

Program Planning, Design and Strategic Integration

  • Design and integrate climate-smart livelihood models such as solar-powered drip irrigation, drought-resistant crops, and eco-friendly market sheds

  • Develop and implement a livelihood-to-housing framework guiding households to reinvest income into incremental home improvements

  • Promote renewable energy solutions including solar lighting and clean cooking technologies

  • Provide technical guidance on low-carbon and energy-efficient technologies aligned with HFHT’s green building priorities

Technical Implementation of Climate-Resilient Technologies

  • Establish solar-powered irrigation schemes, farmer field schools, and home kitchen gardens

  • Facilitate value-chain partnerships and construction of safe, hygienic market sheds

  • Oversee climate-adaptive infrastructure such as rainwater harvesting systems and wind-break tree planting

  • Support food security and nutrition through household-level climate-smart interventions

Capacity Building and Community Empowerment

  • Conduct training on climate-smart agriculture, financial literacy, and basic business skills

  • Coordinate with Local Government Authorities, extension officers, private sector actors, and community leaders

  • Ensure inclusion of women, youth, persons with disabilities, and marginalized groups

  • Support Village Savings and Loan Associations (VSLAs) to link income growth with housing improvement

Monitoring, Evaluation, Learning and Accountability

  • Develop and track SMART indicators including household income growth, housing improvements, and adoption of climate technologies

  • Document success stories, best practices, and case studies for donor reporting

  • Conduct field monitoring visits to ensure technical quality and compliance with standards

  • Lead annual impact assessments on food security and nutrition

Strategic Advocacy and Innovation

  • Represent HFHT in climate change and agriculture working groups

  • Pilot scalable, low-cost climate adaptation innovations

  • Ensure alignment with national policies such as FYDP, Vision 2050, National Agriculture Policy, and relevant SDGs

Minimum Qualifications

  • Bachelor’s degree in Agricultural Economics, Agronomy, Horticulture, Environmental Science, Rural Development, or related field

  • Master’s degree in Climate Change, Sustainable Development, or related field is an added advantage

  • Minimum of 5 years’ experience managing climate-smart livelihood or economic empowerment programs with INGOs

  • Proven experience with donor-funded projects such as USAID, EU, or BMZ

  • Strong knowledge of climate-smart agriculture, irrigation systems, value chains, and market-based approaches

  • Excellent communication skills in English and Swahili

  • Strong understanding of Tanzania’s agriculture, land, and climate policies
