Food Security & Livelihood Officer
Job Type: Full Time
Contract Duration: Six (6) months with possibility of extension
Base Location: Dar es Salaam, with frequent field visits across Tanzania Mainland and Zanzibar
Desired Start Date: As soon as possible
Job Purpose
Plan and supervise implementation of Food Security and Livelihood (FSL) projects in Tanzania Mainland and Zanzibar
Ensure all deliverables are achieved on time, within budget, and in line with program objectives
Align FSL program priorities with the evolving food security and livelihood context in Tanzania
Essential Job Responsibilities and Duties
Strategic Program Planning and Design
Monitor donor, government, and sector developments related to Food Security and Livelihoods in Tanzania
Contribute to strategic programming using evidence-based and learning-oriented approaches
Adapt Qatar Charity FSL strategic priorities based on needs assessments, research, and field realities
Lead and guide FSL staff to ensure high-quality project design, implementation, and learning
Ensure integration of CHS standards, LEGS standards, child protection, and gender mainstreaming
Develop program quality targets, indicators, and tools for effective monitoring
Periodically review and update FSL programs in consultation with internal and external stakeholders
Projects, Partners, and Networking
Develop a strong understanding of Qatar Charity FSL projects, including objectives, budgets, and strategies
Conduct needs assessments and develop assessment reports and project proposals
Coordinate closely with field teams and implementing partners to ensure effective planning and implementation
Establish and maintain strong coordination with government authorities, clusters, and other stakeholders
Share regular project updates and reports with management and partners
Monitor project risks and ensure timely mitigation and management responses
Review technical and financial reports from partners and project staff for compliance with SOPs and donor requirements
Respond to feedback from MEAL and Operations teams and implement corrective actions
Conduct regular project review meetings with field teams
Stay informed on sector research, assessments, and emerging humanitarian trends
Organizational Compliance and Values
Uphold Qatar Charity’s Code of Conduct and safeguarding policies
Ensure compliance with humanitarian principles including neutrality, impartiality, and independence
Adhere to beneficiary protection, child safeguarding, anti-harassment, and data protection policies
Perform any other duties assigned by the line manager
Job Requirements
Bachelor’s degree in Agriculture, Agricultural Economics, Economics, Development Studies, Social Sciences, International Development, or related field
At least two (2) years’ experience in project planning and management
Tanzanian citizen or legally authorized to work in Tanzania
Fluency in written and spoken English and Swahili
Knowledge of Arabic language is an added advantage
Strong alignment with Qatar Charity’s values, cultural norms, and humanitarian principles
