ACF Tanzania is seeking a qualified and experienced Finance Officer to strengthen financial management, donor compliance, budgeting, treasury operations, and partner financial oversight.
Key Responsibilities
Financial Management and Accounting
Review and process payments while ensuring compliance with donor and organizational policies.
Verify supporting documentation, approvals, coding accuracy, and budget availability.
Record financial transactions accurately and timely within the accounting system.
Support monthly, quarterly, and annual financial closing activities.
Maintain organized physical and electronic financial records.
Monitor accounts payable and receivable and follow up on outstanding balances.
Review accounting entries and correct project and budget coding discrepancies.
Manage statutory deductions including PAYE, NSSF, SDL, WCF, and other regulatory obligations.
Treasury and Cash Management
Prepare monthly cash forecasts and liquidity plans.
Monitor cash flow and bank balances.
Process bank transfers and mobile money transactions.
Perform bank reconciliations and resolve identified discrepancies.
Ensure adequate cash availability for operational requirements.
Budget Monitoring, Compliance and Financial Analysis
Ensure compliance with Action Against Hunger policies, donor regulations, and Tanzanian statutory requirements.
Conduct financial compliance reviews and spot checks.
Strengthen internal controls and recommend process improvements.
Support internal, external, donor, and statutory audits.
Prepare financial reports, schedules, and donor reporting packages.
Monitor implementation of audit recommendations and corrective actions.
Partner Financial Management
Review partner financial reports and supporting documentation.
Conduct financial monitoring visits to implementing partners.
Support financial capacity building initiatives for local partners.
Ensure compliance with grant agreements and donor regulations.
Fraud Prevention and Risk Management
Identify financial risks and implement mitigation measures.
Report suspected fraud and corruption cases according to organizational procedures.
Conduct regular spot checks and compliance assessments.
Follow up on internal control recommendations and audit findings.
Capacity Building and Staff Support
Train new employees on finance policies and procedures.
Conduct refresher training on budgeting, documentation, and compliance.
Provide technical financial support to program and operations teams.
Qualifications and Experience
Required Education
Bachelor's Degree in Accounting, Finance, Commerce, or a related field.
Professional Certifications
CPA (T), ACCA, or equivalent professional qualification is highly desirable.
Experience
Minimum of four (4) years of professional experience in finance or accounting.
Prior experience working with NGOs, INGOs, or donor-funded projects is preferred.
Experience managing grants funded by donors such as GAC, ECHO, EU, USAID, UNICEF, FCDO, or similar organizations.
Technical Skills
Strong knowledge of financial reporting, budgeting, auditing, and internal controls.
Advanced proficiency in Microsoft Excel.
Experience using ERP and accounting software systems.
Excellent analytical and financial management skills.
