Thamini Uhai (formerly World Lung Foundation) is a Tanzanian
NGO partnering with the Government of Tanzania since 2008 to reduce maternal
and neonatal mortality and strengthen health systems in underserved areas.
From 2008–2019, the organization collaborated with Bloomberg
Philanthropies and the Ministry of Health to expand Emergency Obstetric and
Newborn Care (EmONC) and scale respectful maternity care across Kigoma, Katavi,
Geita, and Mwanza.

1. Program Officer – Newborn Health (3 Positions)
Location: Kigoma, Katavi, Geita
Reports to: Regional Program Coordinator
Duration: 1 Year

advocacy, partnerships, and communication strategies
- Coordinate
annual reports and donor communications
- Manage
stakeholder engagement and media relations
- Lead
policy development and coalition building
- Support
resource mobilization and documentation
Requirements
- Master’s
in Public Health, Law, Public Administration, or related field
- Minimum 10
years’ experience in advocacy and partnerships
- Strong
understanding of Tanzania health systems and financing
- Proven
stakeholder engagement and communication expertise
4. Advocacy and Communication Officer (1 Position)
Location: Geita
Reports to: Advocacy & Communications Manager
Duration: 1 Year
Key Responsibilities
- Lead
SBC and communication strategies
- Develop
communication materials and reports
- Manage
digital platforms and program visibility
- Support
stakeholder communication and engagement
- Ensure
donor compliance and reporting
Requirements
- Bachelor’s
in Communications, Journalism, Public Health, or related field
- Minimum 5
years’ experience in development/health communication
- Experience
with donor-funded programs and government systems
5. Manager – Monitoring, Evaluation, Research and
Learning (MERL) (1 Position)
Location: Dar es Salaam
Reports to: Director of Programs
Key Responsibilities
- Lead
MERL system design and implementation
- Oversee
data quality, analysis, and reporting
- Monitor
program performance and KPIs
- Support
research, learning, and knowledge management
- Strengthen
data use across all program levels
Requirements
- Master’s
in Public Health, Epidemiology, Biostatistics, or related field
- Minimum 7
years’ experience in MERL
- Strong
experience with DHIS2, HMIS, and health data systems
- Experience
in RMNCAH programs
6. Monitoring, Evaluation and Learning (MEL) Officer (1
Position)
Location: Geita
Reports to: Regional Program Coordinator
Key Responsibilities
- Support
data collection, validation, and reporting
- Conduct
data quality assessments
- Support
data analysis and visualization
- Facilitate
data-driven decision-making
- Train
and mentor health facility staff
Requirements
- Bachelor’s
in Public Health, Statistics, or related field
- Minimum 3
years’ M&E experience
- Experience
with DHIS2 and HMIS systems
