former University College of
Education Zanzibar, founded in 1998 as a charity organization. As part of its continued expansion
and commitment to academic excellence, the University invites applications from suitably qualified

1. Deputy Vice-Chancellor
(Finance and Administration) – 1 Position
Position Overview
The Deputy
Vice-Chancellor for Finance and Administration (DVC-AF) will serve
as the principal assistant to the
Vice-Chancellor in matters related to administration, finance, planning, and management.
In the absence of both the Vice-Chancellor and the Deputy Vice-Chancellor for Academic Affairs,
the DVC-AF shall act as
Vice-Chancellor.
Key Duties and
Responsibilities
- Provide
overall leadership and
administration of the Division of Administration, Finance and Planning.
- Ensure
compliance with statutory and
legal requirements affecting the university.
- Be
accountable to the Vice-Chancellor on
matters relating to planning,
finance and administration.
- Supervise
and maintain acceptable staff
performance standards.
- Provide
leadership in general
administration and personnel management.
- Advise
the Vice-Chancellor on administrative,
personnel, financial and planning matters.
- Ensure
implementation of policies
and strategies supporting the university’s mission and vision.
- Coordinate
the design, implementation,
revision, and evaluation of the university’s strategic plans.
- Develop
partnerships with academic
institutions, industry, government agencies, and funding organizations.
- Formulate financial, accounting, administrative
and staff policies and procedures.
- Prepare
the university budget and
audited financial accounts as required.
- Perform
other duties assigned by the Vice-Chancellor
or University Council.
Qualifications and
Experience
- Must
be a Professor or Associate
Professor at a recognized university.
- Hold
a PhD in a relevant
discipline.
- Minimum 10 years of experience in leadership, management, and
administration.
- Strong
knowledge of financial
management and budgeting.
- Knowledge
of strategic planning and
higher education policy
implementation.
- Understanding
of financial management
frameworks for higher education in Tanzania.
- Excellent communication, negotiation, and
interpersonal skills.
Tenure
- The
appointment is for four (4)
academic years.
- The
candidate may be reappointed
for another four-year term subject to excellent performance and Council
approval.
2. Internal Auditor – 1
Position
Position Summary
The Internal
Auditor will be responsible for evaluating internal control systems, financial records, and compliance
with regulations, while identifying areas for improvement to
enhance operational efficiency and
risk management.
Key Duties and
Responsibilities
- Participate
in the design and development
of internal control systems in accordance with SUMAIT
policies.
- Review
and evaluate internal
controls and accounting systems to ensure accuracy and
protection against financial losses.
- Develop
and implement university
regulations, policies, and procedures.
- Conduct regular internal audits of
financial records and operational activities.
- Ensure
compliance with established
policies, procedures, and regulatory requirements.
- Ensure
financial practices comply with SUMAIT financial standards and regulations.
3. University Bursar – 1
Position
Reports to: Deputy
Vice-Chancellor (Administration and Finance)
Education
Position Summary
The University
Bursar will oversee the financial management and accounting operations of the
university and provide financial consultancy and guidance to the university
leadership.
Key Duties and
Responsibilities
- Serve
as Head of the Accounts and
Finance Section.
- Assist
in the development and implementation of financial policies, procedures, and priorities.
- Manage financial data systems, including
accounts receivable and payable.
- Prepare
and maintain bank
reconciliations.
- Support financial planning, budgeting, and
budget control processes.
- Prepare financial reports for internal and
external stakeholders.
- Monitor outstanding debts and ensure timely
recovery.
- Prepare balance sheets and financial statements.
- Provide
financial advice to the Vice-Chancellor
and Deputy Vice-Chancellor (Administration and Finance).
- Participate
in executive and
administrative meetings when required.
Required Qualifications and
Skills
- Master’s degree in
Accounting, Finance, or a related field.
- Professional
certification such as CPA
(Tanzania), ACCA, or equivalent is highly desirable.
- Minimum 5 years of experience in financial
management, preferably in higher education or the public sector.
- Proven
expertise in budgeting,
financial reporting, and strategic financial planning.
- Experience
managing audits, procurement,
and regulatory compliance.
- Strong leadership, integrity, and ethical
conduct.
- Proficiency
in financial management
software and ERP systems.
- Strong analytical, communication, and
decision-making skills.
